We are currently seeking a Contracting & ROW Specialist for a client in Shelton, CT.
 
DESCRIPTION:

Manages all non-transportation contracts, including all construction, administrative and service contracts and consultant agreements for the Company. Advises and oversees relationships with internal and external individuals and companies on contracting processes to ensure efficient execution of contracts. Reviews complex solicitations and prepares specialized and routine responses for proposals, bids, and contract modifications. Analyzes contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies and business unit needs and procedures. Prepares, organizes, and maintains contract records and files documenting contract performance and compliance.

Manages the acquisition, preservation and disposition of all land and land rights associated with the pipeline including pipeline and facility easements (onshore and offshore), permits (onshore and offshore), leases, fee property management and condemnations. Responsible for aspects of the Public Awareness Plan (commonly known as 1162). Participates in internal 1162 meetings. Responsible for identifying landowners who may be affected by a project, addressing land and ROW issues at public meetings, monitoring landowner hotline, responding to landowners, project and work notifications, FERC compliance, landowner notifications, encroachment issues, and property damage claims and settlements.

Periodically reviews policies and procedures for conformance to company practices, legal and regulatory requirements. Trains on policy and procedures.

File all annual/quarterly corporate reports to regulatory and state agencies as required (CT, NY, Delaware). Assist with Corporate Secretarial function as required. Maintain IPOC, IGTS, & IGTS, Inc. corporate partnership files for the company. Provide consultation and back-up support for regulatory filings.

This position works closely with the General Counsel in managing the legal, regulatory and compliance matters of the company. The person may be asked to assist General Counsel in conducting investigations and assisting with the management of company-wide compliance programs and providing litigation and discovery support.

KNOWLEDGE

Technical knowledge/skill/education/licenses/certifications:

·Proficiency in MS Office (FileMaker a plus)
·Experience with GIS, tax mapping, spatial mapping applications a plus
·Knowledge of contracting principles and legal terms/conditions
·Ability to analyze for and mitigate risk
·Strong problem solving/analytical skills – critical thinking a must
·Ability to research and analyze right of way laws
·Ability to work independently
·Ability to work collaboratively in diverse teams including technical and non-technical personnel
·Ability to work efficiently and effectively under tight deadlines as well as balance multiple projects by prioritizing effectively
·Excellent verbal and written communication skills with strong attention to detail
·Must hold a valid motor vehicle operator’s license
·Must be able to travel to various locations
·Ability to identify owners who may be affected by a project
·Use information collected to obtain an accurate value of land
·Excellent interpersonal skills and ability to establish relationships with landowners; act as single point of contact for landowners to address questions and concerns
·Negotiate with landowners
·Consult with local, municipal, county, and state governmental entities to ensure all projects abide by all laws including road use and environmental regulations
·Ensure construction crews and other professionals have unobstructed access to dig sites; ensure there are no obstructions that would inhibit work on the project
·Understand scope of work to evaluate potential damages and delays that can occur; ensure ongoing communication between all involved parties
·Maintain exceptional internal and external client relations
·Ability to meet people and create relationships
·Processing and proper coding of legal invoices
·All other duties as assigned

Minimum of a bachelor’s degree in related field or a paralegal degree; Legal terms and regulatory research knowledge; Construction and service contractual terms and conditions experience, negotiation skills to interact with contractors, landowners and internal staff, and proven legal documentation preparation skills. Familiarity with the rules and regulatory process of the Federal Energy Regulatory Commission (FERC), agencies & energy law, state and government agencies is a plus.

EDUCATION & EXPERIENCE

Minimum 7-10 years’ experience in a contracts/legal position. Able to interact with all functional groups and levels of management. Manage multiple priorities and a diversity of complex assignments within specified deadlines; strong critical and strategic thinking skills, high level of discretion and professionalism, highly organized, exceptional implementation skills - able to accomplish tasks independently with little or no supervision; maintain high level of confidentiality.
