DESCRIPTION:Solves engineering-related problems; provide water resource, water quality, distribution system, and water treatment capital and maintenance planning as necessary for the efficient utilization of the companies’ resourcesImplements and leads the Business Case Evaluation process. Performs Business Case Evaluations for capital projects and programs in support of Asset Management practices. Assists and leads project managers in evaluations.Assists in and performs the development and implementation of policies and procedures pursuant to short- and long-term facilities master planning, business continuity, and disaster recovery.Manages the planning, budgeting, design, permitting and construction of facilities, treatment, distribution or other capital improvement and maintenance projects as necessary.Conducts applied research and oversees hydraulic modeling analysis; write technical reports identifying system deficiencies and recommended solutions; conduct investigations, analyses, and evaluations. Works closely with Operations and Engineering staff.Researches and develops methodologies for the control of non-revenue water related to real and apparent losses by implementing best practices in leak detection and data accuracy.Performs monthly calculations and reporting.Works closely with Planning and utility staff in the development and management of the companywide Asset Management Program.Enforces contract provisions and company policies related to workplace safety. Develops and monitors project budgets to ensure project delivery within budget.Assists with and performs the application and execution of the Connecticut Department of Public Health’s (CTDPH) Drinking Water State Revolving Fund (DWSRF) program, including project selection and eligibility, technical and financial submissions, and coordination of on-site inspections and reviews with CT Department of Public Health. Provides a resource to other utility staff to guide them in program participation and requirements.Participates in the budgeting process, including assisting in the development and administration of O&M and Capital Improvement project budgets.Prepares monthly, quarterly, and annual reports as necessary to communicate project/program and financial status.Perform special assignments for the Planning & New Services Manager and Director of Engineering.Education:Bachelor’s degree in civil or environmental Engineering or related engineering field. Experience/Skills/Abilities:Three or more years of experience in drinking water, wastewater treatment, utility or engineering, or other acceptable experience.Excellent technical, communication, interpersonal, and organizational skills. Project Overview:The Project Engineer I supports the Customer Project Delivery department in achieving the Business Unit's goals to improve energy efficiency and stimulate new energy technologies in New York State through the implementation of physical projects. The Project Engineer I works with customers to develop projects incorporating energy efficiency measures to reduce the customers' energy consumption. Job Functions & Responsibilities:Represent at customer meetings, design meetings, contractor walk through, and presentations to customers.Prepare engineering calculations, estimates, and cost analyses for feasibility/audit reports.Manage and implement multiple lighting, HVAC, controls, wastewater treatment, and building envelope energy conservation projects and new project development concurrently.Project responsibility can range from 10-15 projects depending on scope.Develop customer installation commitment documents including cost recovery agreements requiring the development of economic analyses and engineering specifications.Track and prepare status reports for all assigned projects.Evaluate project scope, review feasibility reports, make presentations and recommendations, develop design documents and specifications, evaluate bid results, and make recommendations for contract award.Develop and verify engineering, labor and material bid specifications provided by staff and implementation contractors.Ensure that all design, code, licensing and operating and maintenance requirements are met.Review project activities for technical content, accuracy, cost control and schedule.Solve problems related to customer bill savings, design and construction issues. Overview Procurement Analyst will provide executive level and cross-functional support of all financial analysis and reporting needs, assist with budgeting and forecasting processes, audit large spend invoices for accuracy and compliance to the contract, and manage all corporate credit card accounts. Also, acts as a back up to all Buyer's in the event of an absence and during high volume periods. Core Responsibilities Manage and reconcile all corporate credit card accounts, ensuring all proper documentation is in order, proper accounts are charged, and approvals have been obtained. Monitor for fraud or employee misuse and escalate as needed.Support senior management and functional departments with in-depth analysis as required, including but not limited to sourcing projects, budgets, invoices, and contracts; provide ad-hoc analysis to resolve issues and support business decisions.Audit monthly invoices for Tier 1 and Tier 2 vendors to ensure accuracy and compliance to the pricing set forth in the contract.
