Job Description

We are currently seeking a OE2, S2, and E2 Plant Technicians and Operators in Hartford, CT.


Position Summary and Special Duties:

As a (an) Operator or Plant Technician your day to day duties will consist of and may not be limited to:


  • Operator (sited at Hartford Hospital) – OE2 license required at hire or within 6 months of hire (will consider S2 and E2) – shift work, rotating days and nights.
  • Operator (sited at Hartford Hospital) – OE2 license required at hire or within 6 months of hire (will consider S2 and E2) – shift work, rotating days and nights.
  • Plant technician – 2 years min as E2 required; eligible to write E1 exam (will interview E1 as well) – shift work, days.
  • Plant technician – 2 years min as S2 required; eligible to write S1 exam (will interview S1 as well) – shift work, days.
  • All positions have six (6) month probationary period; those hired into the above positions will be members of CIUW local 12924.
  • Military experience is a plus, US Navy nuclear is a plus.



  • Must possess a valid Connecticut License.
  • Must have a high level of knowledge in System operations relative to electrical, steam, hot water and chilled water generation.
  • Must have a proven high level of skill in all activities, tools, machines and testing equipment used in Plant maintenance and construction.
  • Must be able to produce and work from dimensioned drawings, P&lD’s, electrical/control schematics, flow diagrams, and technical specifications.
  • Must have extensive experience in trouble-shooting and fault diagnosis of plant equipment and operations.
  • Must display initiative and be able to exercise independent judgment and make prompt, accurate decisions.
  • Must have a proven high level of proficiency in three or more primary skill areas to include, operations, electrical, instrumentation, telecommunications, equipment repair and piping/mechanical disciplines.
  • Must have the skills and qualifications necessary to perform as Technician I-14 and Technician II-14.
  • Must be willing and able to complete a Company sponsored training program for operating and maintaining plant equipment.


  • Does highly skilled mechanical, electrical, electronic and instrumentation work in repair and maintenance of refrigeration machines, accessory equipment, pumps, turbines, engines, motors, fans, hoists, compressors, valves, expansion joints, traps, filters, piping, regulators for steam, water, air, fuel oil, natural gas, steam, hot water and chilled water distribution systems including street valves, manholes and customer buildings. *
  • Does cleaning, painting, pipe fitting, carpentry, masonry and insulation as required.
  • Follows written and oral assignments and develops and fills out written forms or reports as required. *
  • Lays out work and prepares layout and as-built schematics of job installations. *
  • Performs all duties to do a complete job, including planning, vendor contact, installation, start-up and follow-up.
  • Keeps records of inspections and maintenance of equipment, buildings and facilities which are their responsibility. *
  • Installs, inspects, adjusts, repairs, and maintains all mechanical, electrical, electronic and pneumatic equipment. *
  • Installs, maintains and calibrates metering equipment and instrumentation throughout the Company’s steam, hot water, chilled water, river water and customers’ premises systems. *
  • Records all reading required to maintain the proper operation of the steam, hot water and chilled water systems.
  • Responds as needed and reports to a supervisor in a timely manner any unusual, improper or unsafe conditions.
  • Operates all plant equipment and plant systems end coordinates system wide steam, hot water and chilled water operations. *
  • Utilizes all available information to operate systems in the most efficient, reliable and economical manner.
  • Operates all systems in such a manner to ensure that customers receive a usable product.
  • Organizes and directs the work of other people assigned to their work group. *
  • Must qualify and fill in for on-call Duty Technician when scheduled. *
  • Must perform all duties of Technician I-14 and Technician II-14 on an as needed basis. *
  • Performs these duties at any HSC Co. locations. *
  • Performs other duties as required.



Duration: Direct Hire

Location: Hartford, CT.

Salary: Pay Grades: We have three paygrades in our CBA; 2020 hourly rates for the three grades are as follows:

  • TEC1: $22.23 - $35.20;
  • TEC II: $31.04 - $37.58;
  • TEC III: $33.86 - $40.94;

What TEC level someone is hired at is based on their experience in the energy and power industry and applicability of that experience to our particular needs.


Anyone hired before 2/15/2020 will get a contractual 2.5% increase on that date; union employees are reviewed every six (6) months, including potential raises.

Both positions fall under the CBA.
