We are currently seeking a Water Planning Engineer for a client in New Haven, CT.
 
DESCRIPTION:
  • Solves engineering-related problems; provide water resource, water quality, distribution system, and water treatment capital and maintenance planning as necessary for the efficient utilization of the companies’ resources
  • Implements and leads the Business Case Evaluation process.  Performs Business Case Evaluations for capital projects and programs in support of Asset Management practices. Assists and leads project managers in evaluations.
  • Assists in and performs the development and implementation of policies and procedures pursuant to short- and long-term facilities master planning, business continuity, and disaster recovery.
  • Manages the planning, budgeting, design, permitting and construction of facilities, treatment, distribution or other capital improvement and maintenance projects as necessary.
  • Conducts applied research and oversees hydraulic modeling analysis; write technical reports identifying system deficiencies and recommended solutions; conduct investigations, analyses, and evaluations.        
  • Works closely with Operations and Engineering staff.
  • Researches and develops methodologies for the control of non-revenue water related to real and apparent losses by implementing best practices in leak detection and data accuracy.
  • Performs monthly calculations and reporting.
  • Works closely with Planning and utility staff in the development and management of the companywide Asset Management Program.
  • Enforces contract provisions and company policies related to workplace safety.  
  • Develops and monitors project budgets to ensure project delivery within budget.
  • Assists with and performs the application and execution of the Connecticut Department of Public Health’s (CTDPH) Drinking Water State Revolving Fund (DWSRF) program, including project selection and eligibility, technical and financial submissions, and coordination of on-site inspections and reviews with CT Department of Public Health.  
  • Provides a resource to other utility staff to guide them in program participation and requirements.
  • Participates in the budgeting process, including assisting in the development and administration of O&M and Capital Improvement project budgets.
  • Prepares monthly, quarterly, and annual reports as necessary to communicate project/program and financial status.
  • Perform special assignments for the Planning & New Services Manager and Director of Engineering.
Education:
Bachelor’s degree in civil or environmental Engineering or related engineering field.
 
Experience/Skills/Abilities:
  • Three or more years of experience in drinking water, wastewater treatment, utility or engineering, or other acceptable experience.
  • Excellent technical, communication, interpersonal, and organizational skills.   
  • Ability to manage multiple tasks and priorities.
  • Ability to analyze problems, assesses alternatives, and identify solutions.
Not required but preferred:
Experience with hydraulic modeling (InfoWater Software) and GIS analysis.

Pay Rate: $85k-$115K depending on professional experience
